On 23 July 2013, a high-level meeting of the GIDB and SIR Apex Authority chaired by Chief Minister Narendra Modi (with ministers Nitin Patel, Anandiben Patel and Saurabh Patel) granted approval to the proposed Town Planning scheme of Dholera SIR. The same meeting recorded that the Dholera SIR development plan — an 879.33 sq km planning area — had already been declared, and also approved the Dahej PCPIR TP scheme.
Why it matters to Dholera: top-level political ownership of the TP mechanism at this stage signalled that the land-pooling experiment had state backing at the highest level — a precondition for everything the activation area later became.
What came next: the draft TP 3–6 gazette batch followed within three months (October 2013).
