The one rule for this chapter, stated up front: everything below explains what the city is designed to provide: zoned, planned, or provided for in the master plan and development regulations. What actually exists today (which schools operate, which clinics treat patients, which shops are open) lives separately in Chapter 6 — Dholera Ground Reality. If you ever catch this page describing a school, hospital or market as open and serving people, the page has failed its own rule.

Why a warning banner? Because social infrastructure is where design and reality drift apart most painfully, and where marketing exploits the gap most aggressively: a school in a township brochure can sit as a rendering for a decade while families buy flats on the strength of it. So this page states what the plan promises, who wrote the promise down, and where the honest limits sit. One boundary applies throughout: no population projections. Figures like "a million residents by a target year" circulate widely but have no dated official record behind them, so they stay out of our verification record.

19.1 Residential planning

The spatial starting point is Chapter 8 — the master plan: residential land is not stacked into one dormitory district. It is distributed in clusters near employment areas, inside the developable zone, with the supporting fabric (school sites, clinic sites, neighbourhood retail, community space) expected to ride along inside the residential zoning itself. The logic is deliberate: housing first and jobs later tends to produce long commutes and dead townships, so the plan zoned for both halves at once.

The development-control layer adds detail. The draft DGDCR, Chapter 11, defines a Residential Zone among its fourteen zone types and carries a dedicated chapter for residential townships, the master-planned housing formats a greenfield city naturally invites; whoever drafted those rules in 2012 was clearly expecting township-scale proposals. A Village Buffer Zone also manages the transition to the villages that have always lived here; existing communities are part of the residential plan, not obstacles beside it.

19.2 Housing

What does the framework actually promise a future resident? Land, legally shaped and serviced. TP schemes, Chapter 10, convert pooled agricultural land into reconstituted final plots with road frontage, utility connections and development permissions attached. That is the designed housing pipeline: developers and owners take serviced plots in the Residential and High Access Corridor zones and build under the FSI, coverage, setback and parking rules of Chapter 11.

What the framework does not promise is that housing will be affordable, quick, or built by any given date; those depend on thousands of private decisions the plan cannot make. The honest summary: the mechanism for producing homes is fully specified on paper, and the first legal plots exist in the earliest TP areas. What has actually been built and occupied since is a Chapter 6 question, and our ground-reality check found the answer thin.

19.3 Worker accommodation

Every large construction project needs somewhere to put its workforce, and industrial Gujarat has a long, mixed record on this: decent gated labour colonies in some places, informal settlements nobody planned in others. Dholera's framework anticipates the need: worker and labour accommodation is a recognised land use, meant to sit near industrial sites rather than be improvised wherever a contractor finds space.

Two honest notes on the design intent. First, worker accommodation is transitional by nature; it serves the construction and early-operation phase of industry, not the finished city, so it is no substitute for the residential fabric above. Second, the current reality, construction-era accommodation clustered around active industrial sites, is fast-moving, hard-to-verify ground truth that belongs to Chapter 6. The planning layer establishes that the need was designed for; whether provision meets decent standards is a compliance question only site-level evidence can answer.

19.4 Education

The master plan reserves land specifically for knowledge and institutional uses: universities, research facilities, training institutions. These sit in dedicated knowledge zones positioned between industry and housing, so one location is both a skills pipeline for factories and a daily-life institution for families (zoning logic in Chapter 8, section 8.7; the draft DGDCR carries a matching Knowledge and IT Zone). Education is also one of the few layers with named institutional proposals: research summaries describe a large dedicated education region with a private education-infrastructure partner, plus engineering, medical and research institutions, carried at proposal level, requiring dated verification, not as an inventory.

The same caution applies to more specific circulating claims: a school and a multi-speciality hospital reported as inaugurated in early 2025, with smart classrooms and green building certification in the telling. These are announcements that matter enormously if true, which is exactly why they deserve verification against official records before being stated as operating facts. Our ground-reality page holds no verified inventory of working schools. The design promise is real; the operating record is, as of this verification cycle, an open question.

19.5 Healthcare

Healthcare is designed at two scales. At city scale, the plan's institutional and public-facility zoning reserves space for hospitals serving the full region. At regulatory scale, the draft DGDCR treats hospitals as a sensitive land use with dedicated rules (the same special-use family that covers fire safety and accessibility), so a hospital proposal carries specific requirements, not generic commercial ones.

The reasoning explains why healthcare sits so deep in the plan documents. An industrial city's first medical demand comes not from families but from industrial risk: construction injuries, factory accidents, occupational health. A system designed only for residential demand would arrive too late for the workforce that builds the factories, so medical capacity is zoned alongside both industry and housing from the start. How much clinical capacity operates today is Chapter 6 material, and its answer so far is: no verified inventory exists.

19.6 Emergency services

Emergency provision runs through the plan in three strands. The draft DGDCR carries fire-protection and structural-safety chapters, so fire access and evacuation are written into individual building permissions rather than left to a separate department's goodwill. The master plan's wide arterials and reserved corridors double as emergency-access design. And the smart-infrastructure layer, Chapter 15, adds a nervous system: command-and-control, CCTV networks and unified response; with the administrative building and command centre among the few facility types that verifiably exist on the ground already.

The flood dimension belongs to Chapter 16 but shapes emergency planning directly: this is a low-lying coastal plain with a documented flood history, so the emergency design covers monsoon drainage, early warning and evacuation routes alongside fires and accidents. The design strand is coherent; its daily functioning, response times, staffing and drills, is exactly what nobody can certify from planning documents alone.

19.7 Retail

Retail is designed at two scales, and the two-scale logic is the interesting part. Neighbourhood retail (the daily-needs layer of kirana shops, chemists, service providers) disperses inside residential zones, close enough to walk to. Concentrated retail is zoned into the City Centre and High Access Corridor zones, where footfall justifies larger formats. The draft DGDCR's zone tables carry the permitted uses and parking mathematics for both.

The economic reality is stated plainly in Chapter 18: commerce follows population, and population follows jobs, so retail is the last layer of the city to fill and the first to be promised in brochures. What the planning record establishes is that land for every retail scale was set aside, rules attached, before a single shop opened. Which shops trade inside the Activation Area today, and how the villages supply daily needs meanwhile, is a Chapter 6 answer.

19.8 Hospitality

Hospitality has its own zone in the framework, a Tourism and Resorts Zone in the draft DGDCR, and one dated commercial signal worth carrying precisely because it is dated: in June 2023, the authorities put a plot for the region's first five-star hotel to e-auction, a milestone recorded in the timeline chapter. An e-auctioned plot is an allotment-stage signal, and in a greenfield industrial city the first paying hotel guests are never tourists but investors on site visits, commissioning teams and delegations.

The plan zones for leisure tourism too (the coastal setting, Lothal nearby), but the sequencing logic means business hospitality fills first, and leisure follows only if the city succeeds at its primary job. What accommodation operates today, and at what standard, belongs to Chapter 6; the short verified version is that options are thin and concentrated around the existing villages and construction zones.

19.9 Recreation

Recreation land is not leftover space in this plan. It is a zone type of its own, Recreation, Sports and Entertainment, plus a Green Space category, and the master plan threads both through the developable area rather than pushing them to the edge: waterfront promenades, greenways along drainage corridors, parks inside residential fabric, grounds for active sport. The spatial logic, in Chapter 8, is that green space in a hot, salty coastal environment does physical work: shade, cooling, dust control, groundwater recharge. Chapter 16 carries that argument in full.

The livability translation is simple: a resident of the designed Dholera is promised green space within walking distance of home, kept open by the same framework that keeps flood corridors clear. What exists today, the villages' own grounds and empty planned land with no designed park yet open for use, is the Chapter 6 contrast, and the sharpest one in this chapter.

19.10 Sports

Sports provision lives inside the Recreation, Sports and Entertainment Zone and the neighbourhood open space residential development must leave unbuilt. The designed form is the standard one: grounds and courts at neighbourhood scale where daily use happens, larger facilities where entertainment-zone economics can support them. The draft DGDCR's open-space and ground-coverage rules are the mechanism: they exist precisely so the space reserved for play cannot quietly be built over as plots develop.

There is little more to say at the design layer, and we resist inventing more. No stadium, league or academy claim enters our record without a dated primary source, and none currently has one. If a credible facility arrives, its operating status will come from Chapter 6, not a press release.

19.11 Parks

Parks deserve their own section because they carry the clearest everyday promise in the chapter. The designed park system is placed, not residual: parks sit inside residential clusters where children and older residents can actually reach them, along streets that need shade, beside water corridors where flood safety and public space share ground. The coverage and open-space rules from Chapter 11 make the promise enforceable at the level of each development permission, not aspirational at the level of the master plan.

The honest limit is the one running through this page: a park exists when it is laid out, planted, gated open and maintained, none of which a zoning table can do. As of this verification cycle, no designed public park in the developed zones has a verified operating record. The promised network is complete on paper and unbuilt in practice. It is the perfect emblem of this chapter: a real, documentable design for daily life, waiting for population and years to fill it in.

19.12 Community facilities

The framework's Public Facilities Zone, one of the fourteen in the draft DGDCR, is where the non-commercial social layer lands: community halls, libraries, cultural buildings, government service points, and the anganwadi-and-primary-facility layer Indian urban planning traditionally embeds in residential neighbourhoods. The village buffer logic adds a second dimension: the existing villages are living communities with their own institutions, and the transition zones are designed so the city's new facilities and the villages' existing ones eventually form one network, not two parallel worlds.

Two design details are worth noticing. First, community facilities get their land zoned and reserved up front; the land survives land pooling and plot reconstitution (Chapter 9) instead of being assembled later at whatever the market asks. Second, the draft regulations carry accessibility requirements for public buildings, so designed facilities are meant to be usable by residents with disabilities from day one. Both are enforceable on paper; whether they survive contact with construction is the recurring question of this chapter.

19.13 Civic services

A city's least glamorous promise is the one it depends on most: working administration. The designed civic layer has three parts. The governance machinery (DSIRDA, DICDL, the approval architecture) is covered in Chapter 7; it exists and functions, and its administrative building with the command-and-control centre is among the region's verifiably operational facilities. The service networks (water, power, the digital backbone) are trunk systems with their own chapters (13, 14, 15), so a resident connects to a pre-engineered network rather than petitioning for one. And the citizen-facing layer, certificates, permissions and records, is designed to run through e-governance rather than office queues.

The design bet is unusual and worth naming: most Indian cities retrofit civic services onto growth that outran the municipality. Dholera inverts the sequence: administration and networks first, population second. If the bet pays, the civic experience would be genuinely different from the Indian norm. If it does not, the gap between a functioning SPV and a functioning city becomes the story. Both outcomes remain live.

19.14 The lifestyle ecosystem

Assemble the sections above and you get the designed daily life: a home on a serviced plot with enforced open space around it; schools and clinics inside the residential fabric; daily-needs retail within walking distance; employment in the industrial and knowledge zones nearby; parks, grounds and a waterfront in the public-space network; administration and utilities running before the first resident arrives. The pieces reference each other, the land for each is reserved, the protecting rules are written down.

Now the honest counterweight, because a design without constraints is marketing. The constraints are physical and documented: a hot, saline, flood-prone coastal plain, the one Chapter 16 documents, where outdoor life carries a real climate cost and green infrastructure has to perform for livability to exist at all. They are economic: every layer depends on employment actually arriving, Chapter 18's open question. And temporal: a lifestyle ecosystem is a network effect, and networks start thin. The first residents of any planned city live in a construction site with ambitions, and the first residents are living exactly that. One aside from me, since this is the section where a personal read belongs: I find the dullness of this checklist reassuring rather than disappointing. A city that promises less and writes each promise down is easier to hold to its word, ten years from now, than one that promised everything in renderings. Dull checklists get audited.

19.15 The live-work-play model

The planning concept behind the whole chapter, "live-work-play", is explained as engineering philosophy in Chapter 17, section 17.8, which owns the concept; here is only the resident-facing version. For a person living in the designed Dholera, it means the three anchors of a day, home, job and the spaces in between, sit close enough that the day does not dissolve into commuting. The plan pursues it structurally: housing zoned near employment, services embedded in residential fabric, green space threaded through rather than exiled to the boundary.

Why insist it is an ambition rather than a brochure line? Because live-work-play is the hardest promise in city-building to deliver and the easiest to claim. It requires both halves, homes and jobs, to show up roughly in step, within reach of each other. A township with no employers is a dormitory; an industrial zone with no residents is a day-shift migration. The plan avoids both failure modes on paper; the measure of whether the design works will be the observed pattern of where future residents live and work, not any document. That measurement belongs to future verification cycles, and until it exists, this chapter's promises stay promises, honestly held. When readers ask why I keep this chapter separate from the ground-reality one, this is the reason. The ambition behind live-work-play is legitimate, and the temptation to let the phrase carry weight it has not earned yet is just as real. Keeping the two ledgers apart is the only defence I trust.
