6.1 Dholera today: the physical overview
Strip away the renders and the headlines, and Dholera in September 2026 looks like this: a very large planned region with one small, intensively built core inside it.
The Dholera Special Investment Region (DSIR) is a 920 sq km planning envelope under the Delhi–Mumbai Industrial Corridor, managed through Dholera Industrial City Development Limited (DICDL), a central–state SPV. That is the official, dated description from a government status release. Last verified: 17 Sep 2026. Within it, the Activation Area (officially described at 22.54 sq km in the same records) is the only part with trunk infrastructure in place. The government's February 2026 status note called the Activation Area almost complete, with trunk infrastructure established. Last verified: 17 Sep 2026.
So the honest picture:

One definitional warning before anything else: the Activation Area figure itself is not fully settled. Official records reviewed in September 2026 say 22.5–22.54 sq km; an alternative working figure of 21.5 sq km circulates but was not found in any dated official record we could check. The definitive current boundary figure is pending the latest authoritative project map. Current status requires verification. Do not treat either number as a final boundary claim.
6.2 Roads and physical infrastructure
The one piece of Dholera infrastructure that is unambiguously real and usable today is the Ahmedabad–Dholera Greenfield Expressway. The 109.019 km corridor was inaugurated and dedicated to the nation on 31 March 2026, recorded in the Prime Minister's Office event records. 🟢 OPERATIONAL · Last verified: 17 Sep 2026.
Two qualifications matter. First, NHAI tender records from 8 September 2026 still list associated lighting, maintenance and interchange works for the corridor. The driving surface is open; the finishing works are not necessarily all closed out. Last verified: 17 Sep 2026. Second, we deliberately do not publish a specific travel time or traffic volume for this road. Those claims circulate widely and none carry primary documentation in our evidence base. Inside the Activation Area, roads are the backbone of the trunk infrastructure the government described in February 2026. Older research materials carry detailed contractor-by-package road inventories; none of those package-level completion claims survive verification as of this writing, so we do not repeat them as fact. 6.3 Water and utilities actually operating
This is the section where Dholera's public image and its evidence base diverge most sharply, so we will be precise.
Government project records list Dholera's developed components as including water sourcing and transmission, a water treatment plant, a sewage treatment plant and a common effluent treatment plant (CETP). 🟡 UNDER CONSTRUCTION · Last verified: 17 Sep 2026. What those same records do not establish, and what our evidence review could not reconcile, is the operational status of each individual plant: which plants are commissioned, serving which areas, at what volumes.
On power: Dholera's electrical distribution is designed around a private utility model with underground cabling, but the specific claims that circulate (licence scope, investment amount, substation capacity, uptime guarantees) have no primary regulatory records in our evidence base. ⚪ PLANNED as a verified picture · Current status requires verification.
On recycled water, zero liquid discharge and non-revenue-water targets: these are design commitments, not demonstrated operating results. They are covered as design in Chapter 13 — Infrastructure; on this page they are 🟠 ANNOUNCED/PROPOSED at best, and their operating status requires verification. I would rather hand you a confident list here. The evidence does not support one, so you get honesty instead.
6.4 Existing buildings and civic infrastructure
The buildings that verifiably exist inside Dholera today are concentrated in and around the Activation Area:
- Administrative and institutional buildings. Government project records list an administrative building among Dholera's developed components, alongside ICT facilities. Last verified: 17 Sep 2026. Claims about a fully live Integrated Command and Control Centre (ICCC) running named vendor platforms require operational evidence we do not yet hold. 🟡 UNDER CONSTRUCTION (built shell plausible, live capabilities unverified) · Current status requires verification.
- Industrial construction. The Tata semiconductor fab site (below) is the largest single built presence, with active project and facility hiring signals recorded by the company itself. Last verified: 17 Sep 2026.
- Airport construction. Runway, taxiway and ATC structures were reported complete, and the passenger terminal 75% complete, at an official review on 14 July 2026. 🟡 UNDER CONSTRUCTION · Last verified: 17 Sep 2026.
- Hotels, hospitals, schools, shopping, housing stock inside the Activation Area. No current, authoritative inventory of these exists in our evidence base. Nothing we hold confirms them; nothing rules them out. Current status requires verification. Plan any visit on the assumption that day-to-day urban services are minimal (see 6.10).
6.5 Industrial ground reality: every major project classified
A sector named in the master plan is not a project. A factory named in a headline is not a factory. Here is each named industrial project in Dholera, classified honestly:

The pattern is worth naming plainly. As of this verification cycle, Dholera's industrial ground reality is one large fab under active development, one newly approved ATMP project, a set of credible renewable and data-centre leads. And no independently verified operating factory. That is not a criticism of Dholera; it is simply what the dated evidence supports. 6.6 Residential and social ground reality
There is no current, authoritative public inventory of Dholera's residential and social reality: population on the ground, working schools, working clinics, housing stock, jobs held by residents. Our evidence base holds a dated village and population baseline from district disaster-planning documents, useful as a reference point and not a current census. Current status requires verification.
Planned social infrastructure (the schools, health facilities and amenities intended for a full city) belongs to the planning story and is covered in the planning section. On this page it is ⚪ PLANNED until there are built-and-operating records for each facility. We will not present a planned amenity as an existing one, and we will not quote residential pricing or "investment potential" anywhere on this platform. That track is separate, and separately verified.
6.7 Connectivity ground reality: every project, its true state
Connectivity is where Dholera claims travel fastest, so each project gets its own line:

How these systems relate to each other, their route logic and their engineering story are covered in Chapter 12 — Connectivity. This page only certifies each one's current state. Note what the rail row does not say: no station counts, no fares, no operating date. Those figures circulate online; none carry dated primary evidence in our base, so they stay out.
6.8 Village and local community reality
Dholera is not an empty site. The 920 sq km region contains dozens of villages where people live, farm and run businesses today. Development has proceeded around and among them, not instead of them.
What is verifiable: the planning framework treats these villages as part of the SIR, and the area's disaster-management planning documents provide a dated village-by-village baseline. What is not verifiable: current population, migration patterns, current school and health service status, or how day-to-day village life has changed since the SIR began. We flag this gap deliberately. Any account of Dholera that shows only bulldozers and renders, or only farmland and protests, is incomplete. Both exist side by side, and the honest current answer to "what do residents experience?" is: documented only partially, and under active verification on this platform.
6.9 TP scheme ground reality
Town Planning (TP) schemes are the legal machinery that turns the master plan into serviced plots. Their mechanics are explained in Chapter 10 — TP schemes. The ground-reality question is narrower: which schemes are in what stage today?
The honest answer: the six-scheme planning structure (TP1 through TP6) is documented in official project materials, but the current stage of each scheme (sanctioned maps, final plot status, implementation progress) requires scheme-by-scheme records we have not yet verified. ⚪ PLANNED as a verified picture · Current status requires verification.
The same applies to the widely repeated claim that "linear TP along the expressway is the next phase": a secondary tender listing exists, but the official tender file and current phase status have not been captured. Treat it as a lead, not a fact. Current status requires verification.
6.10 One-day Dholera visitor experience
What can a visitor actually see and do in Dholera in a single day right now? Based strictly on the verified baseline:
Morning: Ahmedabad to Dholera. Drive the Ahmedabad–Dholera Expressway, the one major corridor officially open after its 31 March 2026 inauguration. 🟢 OPERATIONAL · Last verified: 17 Sep 2026. Exit toward the Dholera SIR. Before leaving Ahmedabad, fill the tank, carry food and water, download offline maps. Verified services along the route and inside the SIR are minimal, and we will not pretend otherwise until a services inventory is verified.
Late morning: the Activation Area. This is where the "city" physically exists: long, empty, freshly built roads; underground utility corridors; the administrative building; wide-open serviced land. On a hot day the shimmer off the new asphalt is about the only thing moving. It feels less like a city than like a city's skeleton, which is exactly what "almost complete trunk infrastructure" means on the ground. 🟡 UNDER CONSTRUCTION · Last verified: 17 Sep 2026.
Midday: industrial sites. The Tata fab site is the region's dominant industrial presence, visibly an active development zone. There is no public access and no visitor centre; you view it from the road only. 🟡 UNDER CONSTRUCTION · Last verified: 17 Sep 2026. Other approved industrial parcels are mostly land, fencing and earthworks at this stage.
Afternoon: airport site and villages. The airport at roughly 80% construction is a large, visible work site, not a place you can fly from today; no verified passenger service exists. 🟡 UNDER CONSTRUCTION · Current status requires verification. Around the sites, villages continue ordinary life: fields, homes, small commerce. Drive respectfully. There is no tourist infrastructure, and residents' daily routines are not an attraction.
Evening: return to Ahmedabad. Realistically, plan to return rather than overnight. No verified hotels inside the SIR are on record, so overnight logistics should be arranged in advance and verified independently. Current status requires verification.

Quarantined claims: specific figures and status words we refuse to repeat without fresh primary evidence. Rail station counts, fares and alignments from older materials.
