On 30 May 2015, the Cabinet Committee on Economic Affairs (chaired by the PM) approved construction of trunk infrastructure in the 22.5 sq km activation area of Dholera SIR Phase-I: roads & services, the ABCD Building (Phase-1), a Water Treatment Plant, a Sewage Treatment Plant and a Common Effluent Treatment Plant — at approximately ₹2,784.83 crore, invested by the DMIC Trust as equity in DICDL, targeting completion by FY 2018-19.
Why it matters to Dholera: this was the first major capital sanction enabling on-ground construction — and the PIB release fixes the TP geography precisely: TP1 ~51 sq km (186 km roads); TP2 ~102 sq km (340 km roads, split TP2-West 43.11 and TP2-East 57.41 sq km); with the 22.5 sq km activation area carved from TP2-East (18 sq km) plus part of TP4 (4.5 sq km).
What came next: activation-area construction, the ABCD Building, and the utility plants — the physical skeleton of the city.
