The Gujarat legislature passed the Gujarat Special Investment Regions Act, 2009 — the statutory framework for designating and developing large investment regions across the state. Dholera became the first SIR notified under this Act.

Why it matters to Dholera: the Act created everything downstream: the power to notify SIR areas, constitute a development authority, and assemble land through the Town Planning scheme mechanism instead of raw acquisition. Every later milestone — DSIRDA, the development plan, TP schemes, trunk infrastructure — draws its legal authority from this one law.

What came next: DSIRDA was constituted in 2010, the SIR was notified in 2011, and the first draft TP schemes followed in 2012.
