Following the SIR Act, the Gujarat government constituted the Dholera Special Investment Region Development Authority (DSIRDA) — the planning and development regulator for the entire SIR.
Why it matters to Dholera: DSIRDA became the approving body for the development plan, the TP schemes and every building regulation since. Every milestone that follows — trunk infrastructure, activation works, permissions — runs through this institution.
What came next: the Dholera SIR was notified in February 2011, and DICDL was incorporated in 2011 as the execution SPV.
