The layered answer
A city does not complete on one date. It completes in layers - trunk infrastructure, connectivity, industry, services, population - and each layer has its own record. Asking "when is Dholera done" is like asking when Mumbai was done.
What is already complete
- Trunk infrastructure in the Activation Area - roads and services, the Water Treatment Plant, Sewage Treatment Plant, Common Effluent Treatment Plant and the ABCD building - confirmed complete in the state's May 2025 on-site review.
- The Ahmedabad-Dholera expressway - operational since March 2026.
- About 300 MW of solar commissioned in the solar park.
- The Western Dedicated Freight Corridor - complete since June 2024 (a national corridor milestone that passes the region).
What is targeted - not yet achieved
- Dholera International Airport - about 80% complete at the July 2026 review; operationalisation targeted for late 2026.
- The semiconductor fab - under construction past the halfway mark; first mature-node silicon targeted for late 2026.
- The semi-high-speed rail line - approved May 2026; completion horizon 2030-31.
The full buildout: decades, not dates
The 920 sq km SIR is being delivered as six town-planning schemes across roughly three decades. TP1 and TP2 are gazetted and building; later schemes follow. A single "completion date" for the whole region does not exist in any official record we carry - and anyone quoting one is selling something.
Why this frame matters
Honest timelines protect readers from both extremes: the claim that Dholera is finished, and the claim that nothing has been built. The dated record supports neither. Track each layer separately in ground reality and the timeline.
