What it is
The Activation Area is a sub-area of roughly 22.5 sq km inside Dholera's Development Plan, selected so that one complete slice of the city - all its land uses plus the supporting trunk infrastructure - could be designed, funded and built as a coherent first demonstration. It is not a separate plan: it inherits the Development Plan's zone assignments, road geometry and utility routing.
The geography, to scale
The nesting runs: the full DSIR developable area under TP schemes 1-6 (580 sq km), Phase 1 within it (TP 1 and TP 2 - 153 sq km), and the Activation Area (22.54 sq km). Per the May 2015 sanction, it was carved from TP2-East (18 sq km) plus part of TP4 (4.5 sq km).
What was sanctioned
The Cabinet Committee on Economic Affairs approved ₹2,784.83 crore of trunk infrastructure in May 2015: roads and services, the ABCD building (Phase-1), a Water Treatment Plant, a Sewage Treatment Plant and a Common Effluent Treatment Plant - invested by the DMIC Trust as equity in DICDL.
What stands today
The trunk works were confirmed complete in the state's May 2025 on-site review: roads with underground utility corridors, the treatment plants, and the ABCD building - which houses the ICCC, now in system testing. Serviced plots are being allotted to industrial tenants, and the Tata semiconductor fab - notified as an SEZ in April 2026 at 66.166 hectares - is being built inside TP2-East, part of the activation geography.
Why it exists
The activation logic is the plan's defining bet: prove the model - serviced land, working utilities, first industries - before spreading investment thin across 920 sq km. The full spatial logic is in Chapter 8, and what physically stands is tracked in ground reality.
