The industrial future, tracked honestly

Dholera's story usually gets told in superlatives. This page tells it in statuses: what already works, what is under construction, what is committed on paper, and what is only announced. Each claim keeps its date and its source — because the gap between a press release and a running system is exactly where most coverage goes wrong.

The one-line version: the region has a real expressway, a large notified planning framework, a semiconductor fab taking shape and two flagship transport links still in the works. Everything below is sorted by how true it is today — not by how impressive it sounds.

One region, three names

Before the future, the vocabulary. Three things get called "Dholera", and they are not interchangeable: Dholera town, the existing settlement with its own villages and livelihoods; the Dholera Special Investment Region (SIR), a statutory planning framework spanning roughly 920 sq km; and the Dholera Industrial City, the planned urban-industrial development taking shape inside it — anchored today by an Activation Area of approximately 22.54 sq km (official figure). Here is the full distinction. Most inflated claims about Dholera collapse the three into one. We don't.

What already works

The Ahmedabad–Dholera Expressway. Inaugurated by the Prime Minister on 31 March 2026, formally opening the ~109 km, six-lane, access-controlled corridor that began construction in January 2021. Built at roughly ₹5,800 crore, it cuts Ahmedabad-to-Dholera travel to about 45 minutes. One honesty note: NHAI records still list associated works on the corridor — the road is open, the project file is not fully closed.

The Activation Area's trunk systems. The first serviced land inside the SIR — roads with underground utilities, water and power systems — moved from an 86% progress claim (March 2021) through a "critical milestone" (September 2021) to a "nearing completion" assessment by the Chief Minister. It is the part of the Industrial City where real construction is furthest along.

Solar power. Tata Power Renewables commissioned 300 MW at Dholera in April 2022 — reported at the time as India's largest single-axis tracker installation. Energy infrastructure is the quiet prerequisite everything else depends on, and this part of it exists.

Under construction now

Dholera International Airport. An official review of 14 July 2026 put construction at approximately 80%, with an operations target of October 2026. Read that carefully: the target is a target. The project is executed through Dholera International Airport Company Ltd, the AAI–Gujarat joint venture, approved at Union Cabinet level in October 2024. When it opens, we will say so with an operational source — not before.

The Ahmedabad–Dholera semi high-speed rail. The Union Cabinet cleared the ₹20,667 crore project on 13 May: approximately 134 km of dedicated passenger rail at 220 kmph, Ahmedabad to Dholera in about 45 minutes, targeting 2030 operations. On paper, this completes the region's connectivity stack. In the field, it has not yet left the paper far enough to be called anything but approved.

The Tata semiconductor fab. Groundbreaking was held on 13 March 2024, when the Prime Minister laid foundation stones for three semiconductor projects worth roughly ₹1.25 lakh crore under the India Semiconductor Mission. The union minister has since put India's first chip wafer from Dholera at 2028. A fab is a long build; the honest status is "under construction, dated target, watch the milestones" — which is how we carry it in Ongoing Intelligence.

Committed and building around the fab

The fab pulls an ecosystem behind it: a 363-acre vendor park is planned to house around 450 suppliers near the plant, and the semiconductor policy framework (Semicon 2.0 rules and allied notifications) keeps widening what companies can build for. Vendor parks and policy rules are commitments, not cranes — they belong on this list until excavation photos say otherwise.

Announced is not built

The rest of the future — the data halls, the expanded industrial zones, the investment figures that circulate in headlines — lives in one of three states: sanctioned, announced, or speculated. This site keeps the states separate. An announced project gets recorded with its announcement date; it gets promoted to "under construction" only when construction evidence arrives, and to "operational" only when it runs. That discipline is the whole product.

The connectivity stack, in one honest sentence: the expressway is open (March 2026), the airport is at 80% with an October 2026 target, the rail is approved with a 2030 horizon — and the fab's first wafer is pointed at 2028. Four clocks, four different certainties.

How this page stays honest
