How to read this chapter

One rule runs through everything below: a plan is not an industry. Dholera's master plans, investment frameworks and promotional material list many sectors. Some have land reserved, some have schemes designed around them, some have a handful of dated signals behind them. Almost none of them are operating at scale today. Where a sector has physical reality on the ground, we say so — and the current industrial ground reality, including the status of the Tata fab project, is maintained separately in Chapter 6 — Dholera Ground Reality.

23.1 Renewable-energy industries

Dholera sits inside one of the largest planned renewable-energy zones in India. The Dholera Solar Park, developed on low-value coastal land near the Gulf of Khambhat, is planned at roughly 5,000 MW by 2030 across multiple phases. A first phase has been commissioned — reporting dates this to 2022, with Tata Power Renewable Energy involved as a developer — and further phases have moved through tendering and planning. What matters here is the industry the park creates. Large solar build-outs pull in a chain of activity: EPC contractors, panel suppliers, tracker and mounting-structure fabricators, operations-and-maintenance contractors, and grid-services firms. Robotic panel-cleaning systems, which the park's design is reported to use because of local water scarcity, represent a maintenance niche of their own. In planning discussions the park is also framed as an anchor customer rather than just a generator: cheap renewable power is offered as a reason for energy-intensive industries — including the semiconductor fab and future data centres — to locate here. That framing is a plan, not a delivered outcome, and it should be read as such.

There is also a skills dimension. Utility-scale solar creates a modest but real local labour market — civil works, electrical installation, tracker assembly, module handling and long-term plant maintenance. These are mostly contractor-driven, project-cycle jobs rather than permanent employment, and they peak during construction. What could turn into durable employment is the operations side: a 5,000 MW park maintained over decades needs resident technicians, spare-parts supply and monitoring staff. Whether that staff base forms in Dholera itself or in Ahmedabad will depend on where the operating companies choose to house their teams — another detail only the dated record can settle.

23.2 Solar manufacturing

Around a gigawatt-scale solar deployment zone, government and industry announcements have repeatedly floated solar equipment manufacturing — cells, modules, inverters, mounting structures — as a natural fit for Dholera. The logic is straightforward: locate the factory near the demand. India's domestic-manufacturing push under the PLI (production-linked incentive) schemes for solar PV adds policy weight to that logic.

But the same caution applies as everywhere else in this chapter: announced interest is not a factory. Specific company commitments for solar manufacturing inside Dholera SIR should only be believed when they come with a dated record — a land allotment, a registered project, or construction activity verified on the ground. Until then, solar manufacturing is best described as a targeted cluster. Where a real industrial signal does land, our intelligence layer picks it up first.

23.3 Engineering and manufacturing

Beyond the semiconductor and display projects covered in their own chapters, Dholera's industrial planning has consistently named a general band of engineering and manufacturing: precision engineering, auto components and EV supply chains, electronics assembly, defence and aerospace parks, and general engineering goods. Some of this is adjacency to the anchor fab — semiconductor plants attract suppliers of gases, chemicals, precision parts and cleanroom services — and some of it is Gujarat's existing industrial strength looking for greenfield space.

The honest summary for 2026: industrial plot allotments in the Activation Area have begun — reporting on DICDL and state government processes from 2023 onward describes the first waves of allotment — but broad, diverse manufacturing has not yet visibly clustered. The direction of travel is real; the destination is not yet occupied. Any named company in this band needs a dated record before it earns a mention here.

It is worth spelling out what an engineering cluster needs to actually form, because the checklist makes announcements easier to judge. It needs anchor demand (a fab or a large manufacturer placing regular orders), a trained workforce (ITIs, polytechnics, engineering colleges within commuting distance), industrial inputs (power quality, water, gas, effluent treatment), and land at a price that leaves room for tooling and working capital. Dholera's plan addresses most of these on paper — land and utilities most directly, workforce through the education region in 23.6. The element that cannot be legislated is anchor demand, which is why everything in this sector ultimately hangs on how the first big projects perform.

23.4 Logistics and warehousing

Dholera's location case for logistics rests on planned connectivity: the expressway link to Ahmedabad, the international airport, the planned port at Kalatalavadi, and the broader DMIC freight corridor logic that created Dholera in the first place. Those physical assets are tracked in Chapter 12 — Connectivity.

As an industry, logistics and warehousing in Dholera is a future-capture sector. The model is familiar from other Indian corridors: light manufacturing and assembly near the freight spine, distribution centres serving Ahmedabad, Bhavnagar and the Saurashtra coast, and, later, warehousing tied to airport and port cargo. Land-use planning reserves space for this, and industrial allotment marketing names it. What does not yet exist is a visible warehousing market — no operating 3PL hubs, no published absorption figures. If you read a claim that Dholera is "emerging as a logistics hub" today, treat it as promotional until a dated, physical signal backs it.

Timing matters more in logistics than in most sectors, because warehousing follows freight volume rather than preceding it. A distribution centre pays for itself when goods are already moving. That puts this sector behind manufacturing in Dholera's sequence: once operating factories generate inbound components and outbound product, third-party logistics providers have a business case. The airport and, much later, the port each expand the addressable cargo base in steps. For an investor or job-seeker reading this, the practical implication is that logistics hiring in Dholera will most likely track industrial operations milestones (visible in the intelligence layer) rather than ribbon-cuttings on transport links.

23.5 IT and knowledge economy

Dholera's plans reserve room for an IT and knowledge economy: office space in the central business district, data centres powered by the planned renewable supply, and technology parks. The smart-city layer (the integrated command and control centre and city-wide digital systems) is often cited as evidence of a technology-ready environment.

Here the gap between plan and industry is widest. IT services firms follow talent and customers, and both are still scarce in a city with no operating residential population at scale. The near-term realistic version of this sector is narrow: data-centre investment (drawn by land, power and fibre) and back-office or engineering services tied to anchor industrial tenants. A broad IT employment base would only follow people, which makes it a Phase-3-plus story in planning terms, not a 2026 one.

Two concrete sub-segments deserve separate judgment, because their timelines differ from general IT. Data centres are capital-and-utilities decisions: if the power story in Chapter 14 and the fibre story in Chapter 12 hold up, a hyperscale or colocation project could plausibly land early — it needs land, power and connectivity, not a resident middle class. Engineering and design services attached to the fab supply chain are the second early candidate, since they cluster around their industrial customer. General-purpose IT offices, BPOs and startups are a different story: they need people, amenities and a services base, and those arrive last.

23.6 Education ecosystem

Education is one of Dholera's most interesting industry bets, because it is designed as an industry in itself — a destination for students, research and the employment they generate. Research summaries describe a large dedicated education region planned within or near the SIR — reported at around 1,000 acres with possible expansion toward 5,000 — developed in partnership with a private education-infrastructure manager, with an academic start target of the 2027–28 year. Planned institutions include engineering, medical, research and incubation bodies. The specific institutional names and acreages circulating in research material have not each been verified against dated primary records, so we hold them as reported plans, and the fuller treatment of what is actually being built sits in Chapter 19 — Social Infrastructure.

As an industry, the education cluster would work in the usual way: schools and a college or university generate resident students and staff; that population supports housing, retail and services; research institutions and incubators spin off or attract companies. The claimed employment range in promotional material — six figures of direct and indirect jobs — should be read as an aspiration attached to full build-out, not a forecast with a date attached.

23.7 Healthcare ecosystem

Healthcare in Dholera has two faces. The first is social infrastructure — hospitals serving future residents — covered in Chapter 19, which records that a multi-specialty hospital and a planned medical college were among the early social assets (the hospital and an integrated school were reported inaugurated in March 2025).

The second face is healthcare as an industry: medical education producing a clinical workforce, tertiary care serving a regional catchment across rural Ahmedabad and Bhavnagar districts, and eventually medical tourism if tertiary capacity and airport connectivity mature together. That second face is entirely prospective today. What exists is the seed — an inaugurated hospital serving a construction workforce and early occupants — inside a city whose permanent population is still assembling. The industry scales only if the city does.

23.8 Tourism and hospitality

Tourism is a quieter part of Dholera's story but has real anchors nearby. Lothal — the Harappan port site and its museum, which we cover in our dedicated Lothal section — sits in the same region and is the strongest organic tourism asset. Dholera's own planning adds hospitality zones: mixed-use areas in the early TP schemes and a central business district designed for hotels and retail.

One dated hospitality signal stands out: in June 2023, a five-star hotel plot in Dholera was reported to have gone to e-auction — an early sign that private hospitality capital was willing to commit before the city had residents. One plot is not a hotel market, but it is the kind of concrete, dated record this site prefers to ambient "tourism potential" language. Business travel around construction, industrial visitors and Lothal cultural tourism are the realistic demand drivers for the coming years, not leisure tourism.

23.9 Commercial services

Every functioning city needs a services layer — banking, insurance, legal, accounting, real-estate brokerage, equipment leasing, staffing agencies, facilities management, logistics services, repair and maintenance. Dholera's plans make room for this in commercial plots, the CBD and mixed-use zones, and the first offices are expected to follow the first industrial tenants rather than lead them.

For now, most commercial services serving Dholera's construction phase operate out of Ahmedabad or nearby towns. The sector worth watching is the one that inverts that pattern: when enough anchor tenants operate inside the Activation Area, day-to-day services start locating inside it. That migration — services moving from "serving Dholera from outside" to "based in Dholera" — is a practical indicator of the city's economic maturity, and one our intelligence tracking watches closely.

23.10 Supporting industries

Beneath the named sectors sits a supporting economy that plans rarely headline but projects cannot run without:

  • Construction supply: cement, steel, aggregates, precast, equipment rental — currently the most real industry in Dholera, because the district is still building itself. That sounds like a knock. It is not. Builders eat first everywhere; Dholera is simply earlier in its sequence than the brochure suggests.
  • Utilities and industrial services: water treatment, effluent management, power distribution support, industrial gases.
  • Maintenance and calibration: everything from solar-park O&M to cleanroom servicing.
  • Security, housekeeping and workforce services for industrial estates.

These businesses are unglamorous, low-visibility and first to arrive. If you visit Dholera in 2026, this band — not IT parks — is what you will actually see operating.

23.11 Future industrial clusters

Longer-horizon planning material (2030 and beyond) attaches further cluster ambitions to Dholera: defence and aerospace parks, EV and clean-mobility supply chains, display manufacturing, data-centre campuses, and agri-processing tied to the surrounding region. Some of these overlap with the anchor projects already discussed elsewhere; all of them currently exist as allocations, incentives and pitch decks rather than as industries.

The useful way to think about the whole list is sequence. Anchor projects (the fab, the solar park, the airport) come first. If they perform, supporting and supplier industries densify around them. The broad service and knowledge economy follows people. That is the order Dholera's own planning documents implicitly assume — and it is the order to check announcements against. A claim that skips a step ("Dholera's tech industry is booming" while the fab has not produced a wafer) fails the smell test.
