On 3 October 2012, the SIR Apex Authority (GIDB) issued notifications SIRAA/03/2012/566-A (Draft TP Scheme No. 1, with modifications) and SIRAA/04/2012/566-B (Draft TP Scheme No. 2, sanctioned without modifications), both published in the Gujarat Government Gazette on 11 October 2012. The draft schemes had been submitted to the Apex Authority on 15 September 2012.
Why it matters to Dholera: this is the start of the land-pooling machinery. Under the TP mechanism, landowners contribute land and receive back 30–60% of their original holding as serviced, developable plots — the model later cited nationally as an alternative to acquisition.
What came next: draft TP Schemes 3–6 in October 2013, and the first operative sanction (TP 2A/4A) in July 2018.
