The full form
Dholera SIR stands for Dholera Special Investment Region. The word that does the legal work is Special Investment Region - a category created by Gujarat's Special Investment Region Act, 2009, the state law under which Dholera was notified.
What a Special Investment Region is
An SIR is a declared region set aside for industrial and urban development, planned and regulated by its own statutory authority rather than by an ordinary municipal corporation. For Dholera, that authority is DSIRDA. The designation gives the region its own development plan, its own building rules and its own land-pooling machinery - which is why Dholera does not look administratively like an ordinary Gujarat town.
The scale the name covers
The SIR covers roughly 920 sq km, of which about 422 sq km is marked for urban development, delivered as six town-planning schemes. The developable area, the coastal regulation zone along the Gulf of Khambhat and the agricultural land between them are all inside the same boundary.
